Which Roman Leader Was the Worst?

The Tarpeian Rock was an ancient Roman place of execution. Those so executed were hurled from the cliff to their death.

This is not a right or wrong question, and no one will actually be harmed, of course. Indeed, you may think no one should suffer the death penalty, but the Roman execution imagery places the question in an ancient Roman context.
